Time with IX: Understanding the Barriers to Reporting Sexual Assault

K-12 and higher education settings face barriers to reporting sexual harassment, violence, and discrimination. As Title IX professionals, we need to understand these barriers – whether real or perceived – and work diligently to dismantle them, program around them, and create broader access to our services, resources, and resolution processes.

At every stage of the Title IX process, there are frustrating challenges:

  • Why do students and employees hesitate to report issues?
  • Why do they report but refrain from filing a formal complaint?
  • Why do they file a complaint but choose not to engage in interviews?
  • Finally, why do they agree to an interview only to “ghost” us during the process?

Recognizing and addressing barriers is a process called barrier analysis, and the 2024 Title IX regulations will soon require it. ATIXA welcomes this new mandate from OCR, and we hope you will, too. We recognize the additional burden this creates for busy Title IX offices. Still, we owe it to our communities to minimize the structural and procedural obstacles for those impacted by sexual harassment and discrimination.
