Colleen A. Brooks, J.D

Colleen A. Brooks, J.D, is currently the Director of Investigations and Resolution Services at the University of Denver. In this role, Colleen oversees the management of all formal and informal resolution processes under the University’s Discrimination and Harassment Policy and Procedures, and provides supervision and training to the investigative staff. Colleen previously served as a Senior Investigator and Interim Deputy Equal Opportunity Coordinator, and was responsible for conducting investigations of discrimination and harassment complaints involving faculty, staff, and students, as well as initial complaint reviews. Colleen joined the University of Denver after serving as a General Attorney and Supervisory Attorney for the U.S. Department of Education’s Office for Civil Rights in Denver, Colorado. In these roles, Colleen gained extensive experience investigating and resolving discrimination complaints, negotiating resolution agreements, and monitoring institutional compliance with school districts and higher education institutions throughout Arizona, Colorado, New Mexico, Utah and Wyoming. Earlier in her career, Colleen was a middle and high school Math teacher and, after law school, spent time working on educational policy issues. Colleen earned her law degree from Regent University, and her Master of Arts in Teaching and Bachelor of Arts in Business Administration from West Texas A&M University.
