Case Study: A Statewide Community College System Standardizes its Title IX Program Through an Ethics of Care

Following significant changes to the regulatory landscape, a statewide community college system needed a more consistent approach to Title IX administration.

Although the program included a large team, systemwide coordination was managed by a single-person office. Rather than operating as one unified Title IX program, each college followed its own operational model, with policies, procedures, and documentation that varied widely.

Only a small number of colleges used a comprehensive case management system; the rest relied on spreadsheets or local tracking methods, creating challenges for documentation and defensibility. High turnover among Title IX Coordinators compounded these issues, forcing colleges to repeatedly rebuild institutional knowledge and retrain staff.

Leadership recognized a broader ethical imperative: to measure Title IX success not just by compliance, but by care. Every student, faculty member, and employee, regardless of college affiliation, should experience the same commitment to safety, transparency, respect, and support.

They sought a partner capable of translating their ethics of care into a standard operating model while reducing variability and preserving each college’s autonomy.

TNG Approach and Solution

Operationalizing an ethics of care requires establishing consistency through shared language, common expectations, and a culture of continuous learning. To support this, TNG helped the system establish shared technology, a model Title IX policy, and training for Title IX teams and multidisciplinary colleagues.

A unified case management platform was implemented across all colleges, improving documentation, communication, and continuity. Recurring state funding supported approximately seven days of customized ATIXA technical training each year.

Adoption of ATIXA’s One Policy, Two Procedures (1P2P) model established a common framework for policy development, resulting in a systemwide Title IX policy and a uniform student code of conduct that reinforced fairness, consistency, and due process.

Outcome

Today, the partnership supports the systemwide Title IX program, with approximately 200-250 cross-functional professionals participating in customized ATIXA training each year. Consistent policies, technology, and training have strengthened continuity and preserved institutional knowledge. ATIXA mentorship opportunities have also facilitated the sharing of ideas and solutions with colleagues nationwide.

Every procedure, conversation, and decision now reflects the system’s commitment to treating individuals with fairness, respect, and care. Through consistent, transparent practices, the system has built confidence in its Title IX program while supporting student retention and success across all colleges.
