Jeff White, Esq., MBA, is a seasoned executive leader and legal strategist with more than two decades of experience guiding national organizations, colleges, and businesses through complex legal, operational, and organizational challenges. He currently serves as Chief Legal Officer and Senior Vice President of Internal Affairs for the National Junior College Athletic Association (NJCAA), where he provides counsel to senior leadership and the Board of Regents, oversees all legal operations, leads national bylaw and policy development, and manages compliance and eligibility functions for more than 500 member institutions. Jeff is also the NJCAA’s appointee to the American Association of Community Colleges Commission on Student Success, reflecting his deep commitment to advancing student achievement and institutional excellence.
In addition to his executive role with the NJCAA, Jeff is the Executive Director and founder of NJCAA Esports (NJCAAE), the nation’s largest collegiate esports association. Under his leadership, the NJCAAE grew from concept to a thriving membership organization representing over 200 colleges and nearly 10,000 student-participants across the U.S. and Canada. He has been instrumental in shaping national governance structures, developing safe and inclusive competitive environments, and creating curriculum and engagement models that expand academic and career pathways for students.
Jeff also serves as General Counsel for UniUSA, advising leadership on national and international legal matters, SafeSport compliance, and global partnerships that support U.S. college athletes competing at the World University Games. His work includes navigating international law, coordinating with foreign governments, and managing complex contract negotiations affecting team travel, accommodations, and operations.
Previously, Jeff held multiple senior-level positions in higher education, government, and the private sector, including Vice President of Human Resources & Student Experience, Title IX Coordinator, and Athletic Director at Hocking College and Director of Human Resources for the Supreme Court of Ohio. Across these roles, he established a national reputation for transforming underperforming departments, rebuilding organizational culture, modernizing compliance frameworks, and creating systems and partnerships that strengthen student and employee success.
Jeff has extensive expertise in civil rights investigations, labor relations, diversity and inclusion strategy, employee relations, compliance training, curriculum development, and executive-level organizational leadership. He has led large-scale policy rewrites, negotiated with multiple bargaining units, overseen data governance reforms, and developed institution-wide training and performance management systems. As a fractional general counsel and HR/legal consultant, he has supported organizations across the country with compliance, civil rights investigations, policy development, dispute resolution, and strategic planning.
Jeff holds a Juris Doctor from Capital University Law School—where he received the CALI Excellence for the Future Award in Negotiation and the Law of Amateur Sports—an MBA from Ohio Dominican University, and a Bachelor of Arts in History from The Ohio State University. His career reflects a steadfast commitment to education, equity, community engagement, and creating environments where students and professionals can thrive.
