ATIXA VIewpoints: Building Your Title VI Capacity

As institutions expand their compliance frameworks, many are exploring how to effectively develop or expand a Title VI office, department, or position. This VIewpoints session offers practical guidance on creating an organizational and functional structure that ensures compliance, coordinated response, and holistic support for complaints involving discrimination or harassment based on race, color, or national origin.

  • Role: Explore options for leveraging existing Title IX infrastructure to build Title VI capacity, whether through a dedicated Title VI Coordinator or by expanding an existing Title IX Coordinator’s responsibilities. Determine what additional roles may be needed, such as Investigating Officers, Advisors, Decision-Makers, Informal Resolution Officers, and Appeal Officers
  • Reporting: Learn how to create clear, accessible reporting mechanisms. The discussion will cover how to report discrimination or harassment that falls under Title VI, who manages and views reports, and who is responsible for timely responses.
  • Coordination: Examine strategies to collaborate with Student Affairs, International Student Affairs, Institutional Research, Human Resources, Public Safety, and other campus partners to establish clear lines of communication and shared responsibilities.
  • Policy and Training: Consider approaches for providing supportive measures in reports that don’t rise to policy violations and whether to integrate Title VI policies with existing frameworks or create new procedures. The session will also highlight the importance of campus-wide and team-specific training to promote awareness, consistent process, and effective reporting.
