Civil Rights in Education: Violence Risk Assessment Protocol, Responding to Interpersonal Violence, and Addressing Stalking Complaints is a one-day course designed for K-12 and higher education professionals responsible for civil rights compliance and school/campus safety. The course focuses on building legally sound, trauma-informed, and human-centered approaches to preventing and responding to reports of threats, interpersonal violence, and stalking related to protected characteristics in education settings.

Participants will learn how to establish or strengthen violence risk assessment (VRA) protocols, effectively triage and respond to complaints in a timely manner, and coordinate responses across compliance, student services, human resources, and law enforcement. The course encourages a balanced approach that protects civil rights, upholds due process, and maintains educational access.

By the end of this course, participants will be able to:

  • Describe compliance responsibilities related to safety, access, and nondiscrimination in complaints involving threats, interpersonal violence, and stalking
  • Differentiate between threat assessment, violence risk assessment, and disciplinary/investigation processes and understand how they work together
  • Establish a structured intake and triage process, including response timelines and communication protocols, for complaints involving threats, interpersonal violence, and stalking
  • Identify key indicators and patterns of stalking behavior, including escalation risks and common reporting barriers
  • Apply trauma-informed and culturally responsive practices when communicating with Complainants and Respondents
  • Ensure interim measures/supportive measures are appropriate, equitable, and designed to preserve access to education programs
  • Develop strategies for coordinating with multidisciplinary teams (e.g., BIT/BTAM teams, administrators, counselors, Title IX/civil rights staff, campus security/SROs)
